About Carl Joiner
Kemah Mayor Carl Joiner brings more than ten years of civil service as an elected official to his Mayoral role and has more than 45 years as a successful CEO of Joiner Architects, providing award-winning architectural design and planning services to commercial projects in the Greater Houston area, contributing to over 1,000 projects in the Gulf Coast region.
As the Mayor of Kemah, Carl has been instrumental in lowering property taxes, attracting retail and restaurants to Kemah, building and strengthening city infrastructure and safety resources, as well as creating essential programs to unite business and government operations and relationships, such as the Kemah Business Alliance, the Capital Improvement Plan, and Team Kemah, which is a combined effort of City Hall, Police and Fire Departments.
In addition to his Mayoral commitments and professional architectural leadership, Carl is currently the President of the Galveston County Mayor and Councilmember Association and Chair-Elect for the League City Regional Chamber of Commerce. He is very active in the Bay Area community serving in leadership roles to ensure Kemah residents and businesses are represented across the area. His involvement includes roles at the Bay Area Economic Partnership, serving as Chairman of the Bay Area Houston Transportation Partnership, the Clear Creek Education Foundation, and multiple Bay Area Chambers of Commerce.
Carl graduated from the University of Kansas with a degree in architecture. At home in Kemah, he and his wife Colene enjoy spending time with their two children and nine grandchildren.
