Carl Joiner grew up on a farm outside of a small town in western Kansas. He attended a two room school for grades 1 – 8.
In high school he served as senior class president before leaving to attend the University of Kansas. Carl majored in architecture and graduated with a bachelor of architectural design in 1973. After graduation, he moved to Houston, Texas to work with a major architectural firm.
While in Houston, he met and married his wife Coleen, who was a state registered Interior Designer. A few years after marriage, Carl and Colene started their own architectural and interior design business; which has been in business now for over 40 years.
They have two children, whom they raised in Kingwood and have 9 grandchildren. They built a weekend home in Kemah and after their children left home in 2012, they made Kemah their permanent home.
Carl ran for Kemah City Council in 2012 and served until 2015. He then ran for Mayor of Kemah and served until 2019.
